China’s E-Cigarette Exports Q3 2026: Strong UK Growth Offsets US Decline, Marked Slowdown at Quarter-End

Latest customs data shows China’s exports of e-cigarettes and related products reached US$2.859 billion in Q3 2026, rising 4.5% year-on-year. Cumulative exports from January to September hit US$7.818 billion, up 4.0% year-on-year. While overall growth remained modest, shipments trended higher early in the quarter before softening sharply in September.

Market divergence was prominent. The UK emerged as the largest source of incremental volume, cushioning the downturn in the US market. China’s Q3 e-cigarette exports to the UK stood at US$462 million, surging 21.6% year-on-year and adding US$81.88 million, accounting for roughly 66% of the quarter’s total net export growth. UK demand picked up notably in August and September, driven largely by nicotine-containing e-cigarette products, which contributed more than 80% of the UK incremental shipments. Volume expansion was the key growth driver, tied to front-loading orders ahead of the rollout of the UK’s new e-liquid excise duty.

The US, still China’s top single export destination for e-cigarette goods, saw Q3 exports fall 5.2% year-on-year. September exports to the US plummeted 37.8% year-on-year, marking a steep pullback for the second consecutive month after the July peak, with shipments shrinking by more than 40% within two months. Tightening regulatory oversight is a major headwind: the FDA and CBP have ramped up import documentation reviews, weighing on outbound shipments.

By product category, nicotine-containing e-cigarette products were the primary growth engine. They posted Q3 exports of US$1.926 billion, an increase of 5.6% year-on-year and contributing over 82% of the quarter’s net export gain. E-cigarette device exports were nearly flat. Nicotine replacement products recorded a high growth rate but remained too small in volume to move the overall needle. Product performance diverged sharply across the two core markets: the UK saw a strong lift in shipment volumes of nicotine-containing goods, while the US registered falls in both value and volume for this category.

Emerging markets helped fill the gap. South Korea, the UAE, Indonesia and Canada all delivered positive growth. South Korea saw particularly dramatic jumps in nicotine replacement product exports, coinciding with its new regulatory rules covering synthetic nicotine. Exports to the EU27 edged down slightly overall, with wide gaps between individual member states. Differences in enforcement and customs clearance rules across the bloc are reshaping cargo routing patterns.

Overall, e-cigarette exports are highly sensitive to overseas regulatory and tax adjustments, bringing heightened market volatility. The two major Western markets are moving in opposite directions: temporary order flows boosted UK shipments while the US market faces mounting pressure. The export landscape continues to diversify, and overseas policy updates will remain the decisive factor shaping market performance ahead.
